1969.9.12港英向新华社通报并抗议中方越境抓捕逃港者

ADDRESSED TO FCO TELENO 716 OF 12 SEPTEMBER, REPEATED FOR INFORMATION TO PEKING AND POLAD SINGAPORE.
MY TELEGRAM 708 INCIDENTS IN MI’RS BAY.
THE FOLLOWING MESSAGE WAS PASSED TO N.C.N.A. THIS MORNING:-

ON 5TH AUGUST TWO JUNKS, FLYING THE FLAG OF THE PEOPLE'S REPUBLIC OF CHINA, AND COMING FROM NAM O, CAME ALONGSIDE THE PIER AT TAI TONG ON PENG CHAU IN MIRS BAY AT ABOUT MIDDAY. SIX OR SEVEN MEN CAME ASHORE, SEARCHED THE HILLSIDE AND RETURNED TO THE JUNKS WITH THREE OTHER PERSONS EVIDENTLY IN CUSTODY. THE JUNKS THEN SAILED OFF TOWARDS NAM O.

2.  ABOUT TWO HOURS LATER A MOTORIZED KU CHAI ABOUT 50FT LONG, ALSO FLYING THE CHINESE FLAG, APPROACHED THE PIER AND TRIED TO COME ALONGSIDE HONG KONG POLICE LAUNCH NO. 26.  THE PERSONS ON BOARD THE KU CHAI DEMANDED THAT THE POLICE SHOULD HAND OVER A FURTHER THREE PERSONS WHO WERE AT THAT MOMENT ON BOARD THE POLICE LAUNCH.  THREE MEMBERS OF THE PARTY ON THE KU CHAI JUMPED ON TO THE POLICE LAUNCH. THE REQUEST TO HAND OVER THE MEN WAS REFUSED. THE THREE MEN FROM THE KU CHAI LEFT THE LAUNCH WHICH THEN CAST OFF AND BEGAN TO SAIL AWAY BUT THE PERSONS ON THE KU CHAI SHOUTED ABUSE AND THREW VARIOUS MISSILES INCLUDING A SPANNER AND A BOTTLE.  THE BOTTLE HIT THE DECK AND A SMALL PIECE OF GLASS FLEW INTO THE FACE OF A POLICEMAN, CAUSING HIM AN INJURY. A SECOND JUNK, ALSO FLYING THE FLAG OF THE PEOPLE'S REPUBLIC OF CHINA, APPEARED AND ATTEMPTED TO FOLLOW AND INTERCEPT THE POLICE LAUNCH. THIS JUNK EVENTUALLY TURNED AWAY TOWARDS NAM O.

3.  ON 6TH AUGUST EIGHT MOTORIZED JUNKS AND TWO SAMPANS, FLYING THE FLAG OF THE PEOPLE'S REPUBLIC OF CHINA, APPROACHED THE PIER AT TSIM BEI1 TSUI IN DEEP BAY AT ABOUT 5 P.M.  THE PERSONS ON BOARD MADE A NUMBER OF DEMANDS IN CONNECTION WITH ROUTINE MARINE POLICE PATROLS IN DEEP BAY AND THE ARREST THE PREVIOUS DAY OF FIVE INHABITANTS OF LAU FAU SHAN WHO HAD BEEN CHARGED WITH ASSAULT AND FALSE IMPRISONMENT. THEY ADOPTED A THREATENING MANNER. THEY SUPPORTED THEIR DEMANDS WITH THE THREAT TO TOW AWAY THE POLICE LAUNCH WHICH WAS MOORED AGAINST THE QUAY.  THE POLICE OFFICER EXPLAINED THAT THEIR COMPLAINTS WOULD BE EXAMINED AND THAT THE FIVE MEN WOULD APPEAR IN COURT. AN HOUR LATER THE JUNKS LEFT IN THE DIRECTION OF SZE HAU.

4. DURING THE NIGHT OF 28/29 AUGUST A SMALL PARTY CROSSED FROM CHINA TO THE VILLAGE OF TAM SHUI HAND NEAR SHA TAU KOK AND TOOK BACK WITH THEM INTO CHINA TWO YOUNG WOMEN WHO HAD COME TO THE VILLAGE FROM YIM TIN.

5. ON 29TH AUGUST DURING THE AFTERNOON A JUNK WITH EIGHT MEN ON BOARD ARRIVED AT KAT O. LATER A FURTHER SIX JUNKS WITH 28 MEN ARRIVED. THEY SEARCHED THE ISLAND AND STAYED OVERNIGHT. IN THE AFTERNOON OF 30 AUGUST THEY SEIZED THREE MEN AND TOOK THEM ON BOARD ONE OF THE JUNKS.  THEY SAILED BACK WITH THE THREE MEN IN THE EARLY HOURS OF 31 AUGUST.

6.  WE TRUST THAT THERE WILL BE NO FURTHER INCIDENTS OF THESE KINDS. WE OBJECT TO THESE INTRUSIONS AND ESPECIALLY THE USE OF THREATS AND FORCE.  IT IS REQUESTED THAT THE INCIDENTS BE INVESTIGATED BY THE  APPROPRIATE  CHINESE  AUTHORITIES.

ADDRESSED FCO TELEGRAM 717 OF 12 SEPTEMBER RFI PEKING AND POLAD SINGAPORE.

AFTER TAKING DOWN MESSAGE IN MY IMMEDIATELY PRECEDING TELEGRAM MR TAM KON OF THE N.C.N.A. COMMENTED THAT HE COULD NOT ACCEPT THIS VERSION OF THE INCIDENTS. THE HONG KONG POLICE HAD BEEN ADOPTING AN ANTAGONISTIC ATTITUDE TOWARDS THE VILLAGE PEOPLE ON THE OTHER SIDE OF THE BORDER. ILLUSTRATING THIS CONTENTION, MR TAM SAID THAT HE HAD BEEN TOLD OF AN INCIDENT IN WHICH A POLICE LAUNCH PICKED UP 'ESCAPEES' FROM CHINA OUT OF THE WATER AND TOOK THEM TO HONG KONG. THIS WAS GOING 'TOO FAR'.

MY TELEGRAM 482: INCIDENTS AT SHA TAU KOK.

THE FOLLOWING MESSAGE WAS PASSED TO N.C.N.A. THIS MORNING:-
'WE HAVE DRAWN YOUR ATTENTION ON A NUMBER OF OCCASIONS, MOST RECENTLY ON 13 JUNE, TO THE THROWING OF STONES AND THE DISCHARGE OF FIREWORKS IN THE SHA TAU KOK AREA. THESE IRRESPONSIBLE ACTIVITIES, WHICH COULD CAUSE SERIOUS INJURY, HAVE NEVERTHELESS CONTINUED.
THE FOLLOWING HAVE BEEN IDENTIFIED AS THE PERSONS PRINCIPALLY
RESPONSIBLE FOR THESE INCIDENTS:

CHU KOK SHUN (2612/0948/3234)

THE POLICE HAVE A DUTY TO ENSURE THE SAFETY OF HONG KONG RESIDENTS AND IF THE SITUATION DOES NOT IMPROVE THEY MAY BE OBLIGED TO ARREST ANY OF THE PERSONS NAMED WHO ARE FOUND IN BRITISH TERRITORY. WE SHOULD BE GRATEFUL IF YOU WOULD AGAIN DRAW THE ATTENTION OF THE APPROPRIATE CHINESE AUTHORITIES TO THESE INCIDENTS AND TO THE MEASURES WHICH WE MAY BE FORCED TO TAKE IF THEY DO NOT CEASE.'
